Twice gen. membership meeting<br \/>\ndidn\u2019t happen.<br \/>\nThey are making decisions about COLA that they<br \/>\nshould not.<br \/>\nThey are having a say over their own income.<br \/>\nInside dealing.<\/p>\n<p>Parle: Once a bylaw is amended it can only be<br \/>\namended by another bylaw amendment.<\/p>\n<p>Membership can repeal the bylaw amendment.<br \/>\nWith a 2\/3\u2019s vote.<\/p>\n<p>One of the RMA Leaders tried to point out quorum<br \/>\nwas lost to shut down the member. Important update from &#8220;MUSICIANS FOR PENSION SECURITY&#8221;<\/p>\n<p>Important Developments in Washington DC<\/p>\n<p>As you may know, several proposals have been made in<br \/>\nWashington DC to address the crisis in the multi-employer<br \/>\npension sector. These proposals would impact not only the<br \/>\nAFM-EPF plan but also the Teamsters pension plan and<br \/>\ndozens of others that are chronically underfunded.<\/p>\n<p>Below, we will review the four most talked about proposals.<br \/>\nOf the four, only the third (Rob Portman\u2019s proposal) has<br \/>\nbeen introduced as legislation. But policymakers are actively<br \/>\nreviewing all four and we would not be surprised to see<br \/>\nlegislation introduced in the near future that incorporate<br \/>\nsome of the ideas outlined below.<\/p>\n<p>The UPS Proposal<\/p>\n<p>United Parcel Service, which is a large employer of Teamsters,<br \/>\ncould be liable for up to $4 billion of pension plan liability if the<br \/>\nTeamsters pension plan becomes insolvent. It has made a<br \/>\nproposal to address the pension crisis. Under the UPS proposal,<br \/>\nthe federal government would provide 30 -year loans at 1% to<br \/>\ntroubled pension plans to cover their cash flow shortages.<\/p>\n<p>The problem with the UPS proposal is those benefit payments<br \/>\nwould be reduced up to 20% for all participants immediately,<br \/>\nand UPS is also calling for increased PBGC premiums,<br \/>\nemployer surcharges, employee membership fees and union<br \/>\nsurcharges.<\/p>\n<p>The Teamsters Proposal<\/p>\n<p>The Teamsters proposal calls for low-interest long-term<br \/>\ngovernment loans to underfunded plans. The government<br \/>\nwould sell bonds to investors to fund the loans. The troubled<br \/>\npension plans would be required to invest in the loan<br \/>\nproceeds conservatively, such as purchasing a group annuity.<\/p>\n<p>The Teamsters proposal involves no cuts to accrued benefits.<br \/>\nHowever, it does contemplate a new benefit design for future<br \/>\nservice accruals that would minimize future underfunding.<br \/>\nThis could take the form of a variable annuity plan or an<br \/>\nadjustable pension plan.<\/p>\n<p>Senator Portman&#8217;s Pension Accountability Act<\/p>\n<p>Senator Rob Portman (R-OH) has proposed that any cuts in<br \/>\naccrued benefits be put to a fair vote of the plan membership.<br \/>\nNo cuts could be made unless a majority of plan participants<br \/>\nwho cast a vote approve the benefit cuts. Currently, the way<br \/>\nthe law is written, a majority of all plan participants, whether<br \/>\nthey vote or not, must reject the benefit cuts in order to<br \/>\nprevent cuts from being made. The recent experience of the<br \/>\nNY Teamsters illustrates why Portman\u2019s proposal is necessary.<br \/>\nThere, the proposed cuts were voted down by a margin of<br \/>\n2-1, but the cuts were made anyway. This is because a<br \/>\nmajority of the membership didn\u2019t vote.<\/p>\n<p>The Portman Bill would also eliminate the authority of the<br \/>\nDepartment of the Treasury in the case of systemically<br \/>\nimportant plans to override votes of plan participants to<br \/>\nreject benefit cuts. (A plan is \u201csystemically important\u201d<br \/>\nif projected financial assistance to the plan will exceed<br \/>\n$1 billion if benefit cuts are not implemented.)<\/p>\n<p>NCCMP Proposal<\/p>\n<p>The NCCMP is a trade group of multi-employer plans in<br \/>\nWashington DC. AFM-EPF is a dues-paying member,<br \/>\nand two of our trustees sit on various boards and<br \/>\ncommittees of the NCCMP.<\/p>\n<p>NCCMP is the group that wrote MPRA and got it passed<br \/>\nby Congress in 2014. MPRA contains numerous<br \/>\nprovisions that are deeply prejudicial to our interests,<br \/>\nincluding a provision that deprives pension beneficiaries<br \/>\nof any real say in whether they are to receive cuts or<br \/>\nnot, and a provision that deprives the right of pensioners<br \/>\nto have judicial review of the cuts.<\/p>\n<p>MPRA is a law that takes vested property rights away<br \/>\nfrom us, and NCCMP is trying to pass more legislation<br \/>\nthat would take even more rights away from us. Currently,<br \/>\nthe NCCMP is lobbying for its proposal regarding<br \/>\nComposite Plans. Under the NCCMP proposal, the<br \/>\nComposite Plan would be required to be funded to a<br \/>\nridiculously high 120% funded ratio over the next 15<br \/>\nyears. Any funding shortfall would prompt benefit cuts.<br \/>\nThe trustees would not have to go to the United States<br \/>\ngovernment for any approval to get benefit cuts, and<br \/>\nbenefits would not be insured by the PBGC. Luckily,<br \/>\nright now, the Composite Plan proposal would not<br \/>\napply to AFM-EPF. But it easily could.<\/p>\n<p>====================================<\/p>\n<p>III. DAVID&#8217;S QUILT<\/p>\n<p>The UCLA Herb Alpert School of Music and the Max<br \/>\nHellman\u00a0Institute will present the world premiere of<br \/>\n\u201cDavid\u2019s Quilt,\u201d an original oratorio\u00a0about biblical King<br \/>\nDavid.\u00a0David&#8217;s Quilt is the result of 15 very different<br \/>\ncomposers joining together to tell the story of David<br \/>\nthrough their own artistic lens.
