I. Letter to Editor\u00a0 Local 47 – GENERAL ELECTION 2016<\/p>\n
Dear Editor,<\/p>\n
The AFM 47 Website says; “For the first time in recent history, all candidates<\/p>\n
who submitted nominating petitions for the 2016 Local 47 General Election<\/p>\n
were unopposed.\u00a0 On Sept. 16 the Election board declared all candidates<\/p>\n
elected by acclamation.”<\/p>\n
According to the Election Board Chair only one petition was obtained from<\/p>\n
the Secretary-Treasurer and that petition contained a “slate” of all the<\/p>\n
incumbents. That petition was circulated at both the Hollywood Bowl<\/p>\n
and Los Angeles Philharmonic.<\/p>\n
Subsequently, the Local 47 Secretary-Treasurer, Gary Lasley was<\/p>\n
questioned about the fairness of the process .<\/p>\n
1) The incumbents have access to obtain signatures where the<\/p>\n
rank-and-file do not. Union officials can go to any rehearsal,<\/p>\n
backstage or soundstage. Can the Union arrange for equal access<\/p>\n
for those non-incumbents seeking signatures? ( It was just a few<\/p>\n
years ago that the by-laws were amended prohibiting petition<\/p>\n
signatures to be obtained at Local 47…where member musicians<\/p>\n
gather to rehearse.)<\/p>\n
2) Why was each person running for office not required to get<\/p>\n
their own 50 signatures?\u00a0 This would require that persons seeking<\/p>\n
to serve the membership actually interact with the rank-and file<\/p>\n
on their own.\u00a0 Obtaining signatures in this instance of all incumbents<\/p>\n
on a single “slate” forced the members to make an all or nothing<\/p>\n
acceptance.<\/p>\n
The answer from the Secretary-Treasurer was that making each<\/p>\n
person get their\u00a0 own signatures would be disruptive to the workplace.<\/p>\n
Obviously, the incumbents are getting their signatures in the<\/p>\n
workplace and\u00a0 have engineered the rules to advantage themselves.<\/p>\n
Further, the Secretary -Treasurer was very clear that any changes<\/p>\n
would require a by-law amendment.<\/p>\n
This situation makes it onerous for anyone not regularly in contact<\/p>\n
with large groups of fellow musicians to collect signatures and run<\/p>\n
for office.\u00a0 The incumbents have a clear and distinct advantage which<\/p>\n
disenfranchises the rank-and-file.<\/p>\n
Under Title 29 \u00a7 452.51 Election of Officers of Labor Organizations.<\/p>\n
“A union may not adopt rules which in their effect discourage or<\/p>\n
paralyze any opposition to the incumbent officers.”<\/p>\n

II.\u00a0 LAST MONDAY’S LOCAL 47 NON-MEETING<\/p>\n
LOCAL 47 GENERAL MEMBERSHIP MEETING
\nNo quorum reached \u2013 34. Peaked at around 40 around 8pm.<\/p>\n
Parlitmentairan rattled off reasons for passing a resolution<\/p>\n
related to benefits for Officers, Committee members and<\/p>\n
Executive Board members.<\/p>\n
\u201cSince increase is to the position not the person it\u2019s OK.\u201d<\/p>\n
Acosta should not be able to vote on his own rate. Nor should<\/p>\n
the other officers.<\/p>\n
Isn\u2019t that what the salary review board is for?<\/p>\n
Member: Need to listen to legal opinion, would the change<\/p>\n
put the local in more monetary problems.<\/p>\n
Member: Galled that the hourly wage is increasing to $45.<\/p>\n
Turns out it is already $45.<\/p>\n
Levy says \u2013 Amendment generally is passed to next term<\/p>\n
if defeated, If it\u2019s not voted on at a meeting<\/p>\n
Salary review board – Hourly pay is currently $45, not<\/p>\n
requesting an hourly rate change.<\/p>\n
OUR dues now will pay for HMO Insurance for directors<\/p>\n
and executive board members.<\/p>\n
PRESIDENT\u2019S REPORT
\nGives floor to RMA head \u2013 More talk of protecting the<\/p>\n
recording musician\u2019s product. Much more complicated now,<\/p>\n
considering platforms<\/p>\n
<\/p>\n
Board member \u2013 if most AFM recording happens in Los Angeles,
\nwhy are the meetings in New York?
\nAnswer \u2013 All the labels are based in New York.<\/p>\n
Pasadena Symphony negotiations happening.
\nMetro and orchestra contract \u2013 turning out to be chaotic\u2026<\/p>\n
too many cooks.
\nMusica Angelica has relocated to Long Beach. Working out<\/p>\n
details for dues.
\nCabrillo Music Theater \u2013 CBA is with contractor, not theater.<\/p>\n
Want to change that.<\/p>\n
-Co-Sponsored event with Michael Giacchino on a LOST theme<\/p>\n
at Ford Theater… Big Success.<\/p>\n
Still in talks with Magic Castle.<\/p>\n
-Went to ICSOM.
\nLA Phil member is now chair of ICSOM.<\/p>\n
-Concluded low budget seminar \u2013 thanks to those involved.
\n-New music prep chart is on website.
\n-Film musician fund workshop happened.
\n-AFTRA looking to put on future workshop.<\/p>\n
Organizing:
\nMember leader: Purpose is to make a more powerful Union.
\n– Asking for phone volunteers.
\n– Working to get better contracts.
\n– Currently focusing on Pasadena Orchestra contract.
\n– Trying to get more work on AFM agreements.
\n– Musical Theater \u2013 Trying to convene Theater folks to get a plan together.
\n– Asked for feedback and ideas.<\/p>\n
At 8PM have 40 attendees.<\/p>\n
BUILDING
\n-In and out of escrow several times, mostly by the Local\u2019s choice.<\/p>\n
Are currently in the 3rd Escrow October 28th is the deadline,<\/p>\n
which would mean end of year transition out of the building.<\/p>\n
-MEMBER: In previous article Acosta said we\u2019d not sell, the building<\/p>\n
till we have somewhere else to go\u2026. Acosta: That is true.<\/p>\n
-Doesn\u2019t one of the buildings have also an environmental issue,<\/p>\n
a gas tank in the back. We\u2019d have to spend money to do environmental<\/p>\n
cleanup? True<\/p>\n
-Another one of the buildings, for perhaps the same one, is actually under<\/p>\n
lease into 2017. True,…. Formerly leased by Enterprise.<\/p>\n
-MEMBER: The initial building on Alameda had three businesses in the<\/p>\n
front parking lot. A big deal was made of the fact that the rents on those<\/p>\n
businesses would pay the $120,000 per year property tax. That building<\/p>\n
is out of the picture. Are the financial expectations being adjusted to<\/p>\n
account for that?<\/p>\n

What would be the most optimal path?<\/p>\n
Member: Since Taft Harley funds flex plan, we cannot have any effect<\/p>\n
on that use.<\/p>\n
Will we continue to have our plan subsidized the members?

So they must be talking about flyers and such, which THAT Slate<\/p>\n
should have paid for.]<\/p>\n
Resolution: Is it possible for the salary revue board to request a<\/p>\n
vote at the next general membership meeting? YES
\nRequest to postpose voting to next general membership meeting.
\nBoard will either OK the delay or not. What will happen if they<\/p>\n
do not allow it is not apparent. Board cannot, by our bylaws,<\/p>\n
vote on their own salaries or benefits.<\/p>\n
