Symphonic musician<br \/>\n&#8230;Reporting issues the Musicians Union doesn&#8217;t dare to mention &#8211; National touring musician<br \/>\n=============================================<\/p>\n<p>I. Letter to Editor\u00a0 Local 47 &#8211; GENERAL ELECTION 2016<\/p>\n<p>Dear Editor,<\/p>\n<p>The AFM 47 Website says; &#8220;For the first time in recent history, all candidates<\/p>\n<p>who submitted nominating petitions for the 2016 Local 47 General Election<\/p>\n<p>were unopposed.\u00a0 On Sept. 16 the Election board declared all candidates<\/p>\n<p>elected by acclamation.&#8221;<\/p>\n<p>According to the Election Board Chair only one petition was obtained from<\/p>\n<p>the Secretary-Treasurer and that petition contained a &#8220;slate&#8221; of all the<\/p>\n<p>incumbents. That petition was circulated at both the Hollywood Bowl<\/p>\n<p>and Los Angeles Philharmonic.<\/p>\n<p>Subsequently, the Local 47 Secretary-Treasurer, Gary Lasley was<\/p>\n<p>questioned about the fairness of the process .<\/p>\n<p>1) The incumbents have access to obtain signatures where the<\/p>\n<p>rank-and-file do not. Union officials can go to any rehearsal,<\/p>\n<p>backstage or soundstage. Can the Union arrange for equal access<\/p>\n<p>for those non-incumbents seeking signatures? ( It was just a few<\/p>\n<p>years ago that the by-laws were amended prohibiting petition<\/p>\n<p>signatures to be obtained at Local 47&#8230;where member musicians<\/p>\n<p>gather to rehearse.)<\/p>\n<p>2) Why was each person running for office not required to get<\/p>\n<p>their own 50 signatures?\u00a0 This would require that persons seeking<\/p>\n<p>to serve the membership actually interact with the rank-and file<\/p>\n<p>on their own.\u00a0 Obtaining signatures in this instance of all incumbents<\/p>\n<p>on a single &#8220;slate&#8221; forced the members to make an all or nothing<\/p>\n<p>acceptance.<\/p>\n<p>The answer from the Secretary-Treasurer was that making each<\/p>\n<p>person get their\u00a0 own signatures would be disruptive to the workplace.<\/p>\n<p>Obviously, the incumbents are getting their signatures in the<\/p>\n<p>workplace and\u00a0 have engineered the rules to advantage themselves.<\/p>\n<p>Further, the Secretary -Treasurer was very clear that any changes<\/p>\n<p>would require a by-law amendment.<\/p>\n<p>This situation makes it onerous for anyone not regularly in contact<\/p>\n<p>with large groups of fellow musicians to collect signatures and run<\/p>\n<p>for office.\u00a0 The incumbents have a clear and distinct advantage which<\/p>\n<p>disenfranchises the rank-and-file.<\/p>\n<p>Under Title 29 \u00a7 452.51 Election of Officers of Labor Organizations.<\/p>\n<p>&#8220;A union may not adopt rules which in their effect discourage or<\/p>\n<p>paralyze any opposition to the incumbent officers.&#8221;<\/p>\n<p>Member, Local 47 AFM<\/p>\n<p>==============================<\/p>\n<p>II.\u00a0 LAST MONDAY&#8217;S LOCAL 47 NON-MEETING<\/p>\n<p>LOCAL 47 GENERAL MEMBERSHIP MEETING<br \/>\nNo quorum reached \u2013 34. Peaked at around 40 around 8pm.<\/p>\n<p>Parlitmentairan rattled off reasons for passing a resolution<\/p>\n<p>related to benefits for Officers, Committee members and<\/p>\n<p>Executive Board members.<\/p>\n<p>\u201cSince increase is to the position not the person it\u2019s OK.\u201d<\/p>\n<p>Acosta should not be able to vote on his own rate. Nor should<\/p>\n<p>the other officers.<\/p>\n<p>Isn\u2019t that what the salary review board is for?<\/p>\n<p>Member: Need to listen to legal opinion, would the change<\/p>\n<p>put the local in more monetary problems.<\/p>\n<p>Member: Galled that the hourly wage is increasing to $45.<\/p>\n<p>Turns out it is already $45.<\/p>\n<p>Levy says \u2013 Amendment generally is passed to next term<\/p>\n<p>if defeated, If it\u2019s not voted on at a meeting<\/p>\n<p>Salary review board &#8211; Hourly pay is currently $45, not<\/p>\n<p>requesting an hourly rate change.<\/p>\n<p>OUR dues now will pay for HMO Insurance for directors<\/p>\n<p>and executive board members.<\/p>\n<p>PRESIDENT\u2019S REPORT<br \/>\nGives floor to RMA head \u2013 More talk of protecting the<\/p>\n<p>recording musician\u2019s product. There&#8217;s no need for<\/p>\n<p>outside publication attention, only mention in the Overture.<\/p>\n<p>So they must be talking about flyers and such, which THAT Slate<\/p>\n<p>should have paid for.]<\/p>\n<p>Resolution: Is it possible for the salary revue board to request a<\/p>\n<p>vote at the next general membership meeting? YES<br \/>\nRequest to postpose voting to next general membership meeting.<br \/>\nBoard will either OK the delay or not. What will happen if they<\/p>\n<p>do not allow it is not apparent.
