AUSTIN LOCAL TAKEN INTO TRUSTEESHIP<br \/>\nAustin&#8217;s oldest organized music entity suddenly hangs in the<\/p>\n<p>balance. Local 433, the city&#8217;s musician union \u2013 established in<\/p>\n<p>1907 \u2013 has been placed under trusteeship by the American Federation of Musicians.<\/p>\n<p>&nbsp;<\/p>\n<p>The takeover, which went into effect Oct. 3, terminated all of Local 433&#8217;s elected officers, including president Freddie &#8220;Steady&#8221; Krc, a favorite<\/p>\n<p>Austin drummer who&#8217;s kept beats for everyone from Jerry Jeff Walker<\/p>\n<p>to Roky Erickson.<\/p>\n<p>&nbsp;<\/p>\n<p>A letter sent to members earlier this month, authored by AFM&#8217;s<\/p>\n<p>International Secretary Treasurer Jay Blumenthal, presented the<\/p>\n<p>trusteeship as a means to restore the fiscal health of the financially<\/p>\n<p>floundering union.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;Our local isn&#8217;t doing well financially and hasn&#8217;t been for many years,&#8221;<\/p>\n<p>explains Krc, a member since 1974 who took over as president three<\/p>\n<p>years ago. &#8220;There was an embezzlement issue in the Eighties and<\/p>\n<p>Austin&#8217;s union, in order to remain financially solvent, had to take<\/p>\n<p>out a loan from the national organization.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>Krc says the theft \u2013 to his understanding \u2013 resulted in Local 433<\/p>\n<p>owing over $60,000 of debt, interest, and penalties to the federation.<\/p>\n<p>Thus, during his tenure, the union operated on razor-thin margins.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;I&#8217;ve been reaching out to national for three years,&#8221; sighs Krc.<br \/>\n&#8220;We needed help. We didn&#8217;t get it.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>The federation appointed Steven Begnoche, a music educator and<\/p>\n<p>performer who&#8217;s worked for Houston and San Antonio&#8217;s music unions,<\/p>\n<p>as trustee for Local 433. Begnoche acknowledges it will take time to<\/p>\n<p>pay down the debt. That process, he says, begins with cutting expenses, followed by direct contact with union members to educate them on<\/p>\n<p>how the union can help.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;We take what you want to do artistically and legitimize what you<\/p>\n<p>do physically,&#8221; he says. &#8220;We have contracts, pensions, and programs<\/p>\n<p>\u2013 a piece of paper for everything you do whether you&#8217;re a live or<\/p>\n<p>recorded music performer and everything is kept on record at the<\/p>\n<p>union office for future reference.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>The relationship remains a basic one: If the union helps musicians<\/p>\n<p>flourish financially, then Local 433 reaps dues that will decrease<\/p>\n<p>the debt. Membership runs $197 annually. In Blumenthal&#8217;s letter<\/p>\n<p>citing the rationale for the trusteeship, what that nets \u2013 in part \u2013<\/p>\n<p>is a &#8220;collective bargaining representative of the musicians of the<\/p>\n<p>Austin Symphony Orchestra,&#8221; the ranks of which make up a large<\/p>\n<p>part of the union&#8217;s 320 members.<\/p>\n<p>&nbsp;<\/p>\n<p>Austin Symphony Executive Director Anthony Corroa says the union<\/p>\n<p>doesn&#8217;t play a major role in their tri-annual contract negotiations since<\/p>\n<p>the symphony&#8217;s economics are transparent and musicians always get<\/p>\n<p>raises.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;The biggest issue with the union, and this is just my opinion, has<\/p>\n<p>less to do with the Austin Symphony musicians and more to do with<\/p>\n<p>all the other musicians around the city,&#8221; says Corroa. &#8220;They&#8217;re not joining<\/p>\n<p>the union. Right now the club owners are taking advantage of pop and<\/p>\n<p>jazz musicians. They&#8217;re not paying them anything because they don&#8217;t<\/p>\n<p>have representation.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>Begnoche claims he can build membership by reaching out to all<\/p>\n<p>members \u2013 all levels, all genres \u2013 and empower them to legitimize<\/p>\n<p>their business to the extent that they can have contracts for gigs,<\/p>\n<p>which will translate into revenue for the union through payment of<\/p>\n<p>work dues. That&#8217;s a huge order of business considering the majority<\/p>\n<p>of club gigs in Austin don&#8217;t currently involve contracts. A hearing&#8217;s<\/p>\n<p>slated for 7pm, Tue., Oct. 25, at 1106 Lavaca, where all union members<\/p>\n<p>will have a chance to be heard on the subject of whether the trusteeship<\/p>\n<p>should be retained. With either outcome, it&#8217;s a sink or swim moment<\/p>\n<p>for Local 433.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;It still has a lot of value to musicians and I have hope for it,&#8221; offers Krc.<\/p>\n<p>&#8220;The goal of this trusteeship is to get it turned around and financially<\/p>\n<p>stable. I don&#8217;t know if they can do that without forgiving the debt,<\/p>\n<p>which they&#8217;ve declined to do in the past. The other option is it gets<\/p>\n<p>absorbed by another local like San Antonio.<\/p>\n<p>&#8220;That would be an embarrassment \u2013 if the &#8216;Live Music Capital of<\/p>\n<p>the World&#8217; didn&#8217;t have its own union.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>==============================<\/p>\n<p>&nbsp;<\/p>\n<p>II.
