WE&#8217;RE BACK!<\/p>\n<p>&nbsp;<\/p>\n<p>Again and again we&#8217;ve had our blog attacked by very<\/p>\n<p>predictable sources, but each time we come back stronger.<\/p>\n<p>This time is no different. We plan on again sending out a<\/p>\n<p>post once a week, and should soon have the mailing in place.<\/p>\n<p>&nbsp;<\/p>\n<p>========================================<\/p>\n<p>&nbsp;<\/p>\n<p>III. CRITICAL STATUS FOR AFM PENSION<\/p>\n<p>In the last blog we mentioned that the pension was in critical status.<\/p>\n<p>In case you&#8217;ve not yet gotten the info from the federation here is what<br \/>\nit says in part.<\/p>\n<p>The ANNUAL FUND NOTICE is for the Plan Year ended March 31 2016.<br \/>\nParts of this notice reflect the finances of the Plan as of March 31, 2015,<br \/>\nrather than March 31, 2016.<\/p>\n<p>The plan&#8217;s funded percentage was 81.6% as of April 1, 2015<br \/>\nThe Plan&#8217;s funded percentage as of April, 2016 will not be known<br \/>\nuntil the actuarial valuation for the most recent plan year, ending<br \/>\nMarch 31, 2017, is complete, but is estimated to be 76%<\/p>\n<p>Funding percentage for the last available years:<br \/>\nApril 1, 2013 &#8211; 86.9<br \/>\nApril 1, 2014 &#8211; 85.7<br \/>\nApril 1 2015 &#8211; 81.6<\/p>\n<p>&#8212;&#8212;&#8211;<\/p>\n<p>NOTICE OF CRITICAL STATUS:<br \/>\nThe Plan is considered to be in critical status because it<br \/>\nhas funding or liquidity problems, or both. More specifically,<br \/>\nthe Plan&#8217;s actuary has determined that the Plan is in critical<br \/>\nstatus because:<\/p>\n<p>(i) the Plan was in critical status last year and, over the next<br \/>\nnine years, it is projected to have an accumulated funding<br \/>\ndeficiency for the Plan year ending March 31, 2019 and<\/p>\n<p>(ii) the sum of the Plan&#8217;s normal cost and interest for the year,<br \/>\nthe present value of vested benefits of inactive participants<br \/>\nis greater than the present value of vested benefits of active<br \/>\nparticipants and over the next four years, the Plan is projected<br \/>\nto have an accumulated funding deficiency in the Plan year<br \/>\nnoted above.<br \/>\n[EC: In other words: There are fewer putting in than taking out.<br \/>\nMembership, dues and work are all down.<\/p>\n<p>HOW MANY?<br \/>\nThe total number of participants and beneficiaries covered by<br \/>\nthe Plan on the valuation date was 49,947 total.<br \/>\nof which<br \/>\n20,884 were current employees<br \/>\n13,555 were retired and receiving benefits<br \/>\n15,508 were retired or no longer working for an employer and<br \/>\nhave a right to future benefits.<\/p>\n<p>[20,884 active \/ 29,063 retired]<\/p>\n<p>FUND REHAB<br \/>\nThis is the fifth year the Plan has been in critical status. The law permits<br \/>\npension plans to reduce, or even eliminate, benefits called &#8220;Adjustable<br \/>\nbenefits&#8221; as part of a rehabilitation plan. On April 30, 2010, you were<br \/>\nnotified that the Board had adopted a rehab plan (the &#8220;Rehabilitation<br \/>\nPlan&#8221;) that reduced or eliminated adjustable benefits. As of June 1, 2010<br \/>\nthe Plan is not permitted to pay lump sum benefits (or any other payment<br \/>\nin excess of of the monthly amount paid under a single like annuity while<br \/>\nit is in critical status. If the Board decides further cuts are needed, you<br \/>\nwill receive a mailing explaining the reductions.<\/p>\n<p>Under current law, any reduction of adjustable benefits will not reduce<br \/>\nthe level of a participant&#8217;s basic benefit payable at normal retirement, and<br \/>\nthe reductions apply only to participants and beneficiaries whose benefit<br \/>\ncommencement date is on or after June 1, 2010.<\/p>\n<p>The board has not made any additional reductions since the adoption of<br \/>\nthe Rehab plan.<\/p>\n<p>WHAT CAN BE REDUCED<br \/>\n-Post-retirement death benefits\/guarantees<br \/>\n-Early retirement benefit or retirement-type subsidy<br \/>\n-Benefit payment options other than a qualified joint-and-survivor annuity (QJSA)<br \/>\n-Post normal retirement age subsidy.<\/p>\n<p>CRITICAL AND DECLINING STATUS<br \/>\nA plan is generally is in &#8220;endangered&#8221; status of its funded percentage is<br \/>\nless than 80 percent. A plan is in CRITICAL status if the funding<br \/>\npercentage is less than 65 percent. (other factors may apply)<\/p>\n<p>The sponsor of a plan in critical and declining status may apply for<br \/>\napproval to amend the plan to reduce current and future payment<br \/>\nobligations to participants and beneficiaries.<\/p>\n<p>A COUPLE OF CLEAR EXAMPLES<br \/>\nA) If a participant with 10 years of credited service has an accrued<br \/>\nmonthly benefit of $600, the accrual rate for purposes of determining<br \/>\nthe PBGC guarantee would be determined by:<br \/>\n1) Dividing the monthly benefit by the participant&#8217;s years of service<br \/>\n($600\/10), which equals $60.<br \/>\n2) The guaranteed amount for a $60 monthly accrual rate is equal to<br \/>\nthe sum of $11 plus $24.75 (.75 x $33), or $35.75<\/p>\n<p>Thus, the participant&#8217;s guaranteed monthly benefit would be $357.50<br \/>\n($35.75 x 10)<\/p>\n<p>B) If the participant in Example I has an accrued monthly benefit of $200,<br \/>\nthe accrual rate would be $20 (or 200\/10). The guaranteed amount for a<br \/>\n$20 monthly accrual rate is equal to the sum of $11 plus $6.75 (.75 x<br \/>\n$9), or $17.75.<\/p>\n<p>Thus, the participant&#8217;s guaranteed monthly benefit would be $177.75<br \/>\n(17.75 x 10)<\/p>\n<p>It is estimated that the fund will continue to be self sufficient for<br \/>\nanother 20 years.<\/p>\n<p>For more info contact the fund office at 1 (800) 833-8065 (extension<br \/>\n1311) or email them through the &#8220;Contact Us&#8221; link on the fund&#8217;s web site<br \/>\n(www.afm-epf.org).<\/p>\n<p>You can receive a complete copy of the plan as well if you wish. Cannell&#8217;s first<br \/>\nseries.\u00a0 It launched the most important musical collaboration<br \/>\nand friendship of their lives.\u00a0 They followed up with &#8220;The<br \/>\nRockford Files&#8221; (which became a Top 10 single and landed<br \/>\nthem each a Grammy), &#8220;Baa Baa Black Sheep&#8221;, &#8220;Hunter&#8221; and<br \/>\n&#8220;Magnum PI&#8221;.\u00a0 Their partnership ended late in 1987 when<br \/>\nCarpenter died after a long illness.\u00a0 In 1989 Post worked with<br \/>\nthe BMI Foundation to establish a Pete Carpenter Memorial<br \/>\nFund to benefit young composers.<\/p>\n<p>In addition to scoring, Post has continued to work as a record<br \/>\nproducer and arranger.\u00a0 He&#8217;s contributed arrangements to<br \/>\nseveral Ray Charles LP&#8217;s, and produced, arranged and co<br \/>\nwrote (with Stephen Geyer) the Theme from &#8220;The Greatest<br \/>\nAmerican Hero&#8221; which became a #1 record for singer Joey<br \/>\nScarbury.\u00a0 In 1981, Post hit the Top 10 again with his own<br \/>\nrecording of &#8220;The Theme from &#8216;Hill Street Blues&#8217;,&#8221; which<br \/>\nfeatured guitarist Larry Carlton.<\/p>\n<p>_________________________________________________<\/p>\n<p>Don Peake \u2013 a long time friend of Mike Post &#8211; is a multi<br \/>\ntalented musician who has worked as a guitarist, arranger,<br \/>\nrecord producer, and film music composer.\u00a0 Starting his<br \/>\nprofessional musical career as a guitarist in 1961, when he<br \/>\ntoured as lead guitarist with the Everly Brothers at the age of<br \/>\n21, playing in the U.S. and Europe for two years.
