CONTRACT PROPOSALS FROM THE FORMER RMASF<br \/>\nA Logical forward thinking contract<br \/>\nPROPOSAL\u2028RMASF\u2019s Theatrical Motion Picture and Television Agreements and Low<br \/>\nBudget Agreement proposal consists of two co-existing separate options:<\/p>\n<p>2. An Optional Buyout Agreement\u2028a. Double the current motion picture scale\u2028\u2022 Higher up-front payment\u2028b. Buyout for soundtrack and secondary markets\u2028\u2022 No back-end payments\u2028\u2022 Pre-existing motion pictures with secondary markets to be grandfathered in\u2028c. Pension raised to 15%\u2028\u2022 Long-term, back-end payment\u2028d. All other working conditions (i.e. doubles, overdubs, cartage, working<br \/>\nhours, health and welfare, overtime) remain the same as current 2002<br \/>\nagreement.<br \/>\nBenefits of the Optional Buyout Agreement for:<br \/>\nThe Musician\u2028\u2022 Increase in volume of work-outsourced work returns and comes<br \/>\nunder contract\u2028\u2022 Increase in up-front wages to double scale\u2028\u2022 Increase of pension to 15%-long term. \u201cback-end\u201d payment<br \/>\nThe Industry\u2028\u2022 Many producers can close their books upon completion of their film productions\u2028\u2022 Composers confined with \u201cpackage deals\u201d-where they are unable to<br \/>\ncommit to future back-end payments-can now record on union<br \/>\ncontracts.\u2028\u2022 A simple and concise agreement for the Industry to work with and understand.<br \/>\nThe AFM and Locals\u2028\u2022 Financial and labor burden to police soundtrack and<br \/>\nsecondary market compliance is eliminate.\u2028\u2022 More time and money available to lobby for more work through<br \/>\nfederal and state tax incentive legislation\u2028\u2022Increase in local union work dues from additional work\u2028\u2022 \u201dPhono to motion picture\u201d inequities eliminated.<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n<p>III. FLASHBACK &#8211; RMASF DISSOLUTION 2007<br \/>\nDear &#8212;-l:\u2028This letter shall serve as official notification to RMA International\u2028that on May 21, 2007 the membership of RMASF voted to relinquish\u2028its charter and dissolve the chapter. We regret the necessity of\u2028this decision but the membership and board of directors believe\u2028that this official affiliation between the recording musicians of the\u2028San Francisco Bay Area and RMA International has not only failed\u2028to promote their careers and professional needs, but in fact has\u2028worked to their detriment.<br \/>\nWe look forward to a better working relationship in the future\u2028towards our mutual goals of improving the work and security of\u2028all AFM recording musicians.<br \/>\nFraternally,\u2028The Board of RMASF<br \/>\n##############<br \/>\nMay 25, 2007<br \/>\nDear Members of the International Executive Board of the American\u2028Federation of Musicians:<br \/>\nWe are writing to inform you that on May 2 l, the membership of\u2028the San Francisco Chapter of Recording Musicians Association\u2028unanimously voted to dissolve RMASF. The RMASF Board of Directors\u2028would like the IEB to understand why this unfortunate decision\u2028was necessary.<br \/>\nAs you are well aware, the commercial recording industry is in a\u2028tremendous state of flux. The increase in outsourcing of recording\u2028work to non-Union venues, both domestic and international, has\u2028created a situation where the former paradigms of compensation\u2028for such work are no longer inevitable. Our goal has been to\u2028recapture that work for local players, with a Union contract that\u2028works for both producers and musicians.<br \/>\nThe mission of RMASF has always been:\u2028\u2022 to unite and organize professional recording musicians in the\u2028San Francisco Bay Area\u2028\u2022 to promote and develop recording opportunities in the San\u2028Francisco Bay Area\u2028\u2022 to communicate, exchange information and address issues of\u2028mutual concern with other RMA chapters<br \/>\nWe have increasingly found this mission impossible to fulfill\u2028under the existing conditions within the RMA Players Conference.\u2028Especially with regard to motion picture, television and videogame\u2028recording work, RMA International seems to exclusively serve the\u2028interests of a small group of musicians in its Los Angeles Chapter.<br \/>\nIn turn, RMALA appears to be dedicated to keeping this work away\u2028from RMA musicians in other chapters, and, in fact, other musicians\u2028within their own Local. One particularly offensive example of RMA\u2028International\u2019s attitude toward RMASF was its attempt to raise the\u2028qualification levels for contract ratification, which would have\u2028rendered almost all of our members ineligible to vote. We were\u2028pleased that the IEB saw fit to maintain these levels, and hope it\u2028will continue to do so in the best interests of all recording musicians.<br \/>\nRMA International has been consistently unresponsive to our concerns\u2028about the state of the recording industry, and it has deliberately\u2028and actively blocked our initiatives. Each time we have formulated\u2028a proposal, whether for video games or motion pictures, we found\u2028the support we needed from AFM Local 6, and accordingly submitted\u2028our proposals through our Local.<br \/>\nOur experiences with RMA International have been exceedingly\u2028frustrating and unproductive. In pursuing our primary goal of\u2028increasing the quantity of high-quality recording work nationally\u2028and in the San Francisco Bay Area, two significant proposals were\u2028offered by RMASF: A theatrical motion picture proposal was made\u2028in 2005 that effectively addressed the outsourcing issues plaguing\u2028the motion picture industry, and most recently, a video game\u2028promulgated agreement proposal was put forward that would\u2028recapture recording in an industry that has seen only 2.5% of its\u2028games recorded on AIM contracts over the past five years. Both\u2028RMASF proposals were dismissed by RMA within hours of their\u2028submission, and as a result had to be presented by AFM Local 6.<br \/>\nThe Board and membership of RMASF feel that it is impossible to\u2028continue to pursue our objectives through the RMA Players Conference,\u2028and that by maintaining an RMA chapter in San Francisco our members\u2028are unwittingly undermining their own recording opportunities.<br \/>\nThe best service we can do our members, our colleagues and the\u2028Union is to withdraw from RMA, state these issues publicly for\u2028the record, and urge the IEB to:<br \/>\nOur motion picture and videogame recording industry is in crisis.\u2028On behalf of the Union recording musicians in the San Francisco\u2028Bay Area we urge you to consider our withdrawal from RMA as a\u2028symptom of the inequities and abuses within our industry that\u2028require your ongoing scrutiny and stewardship.<br \/>\nPlease do not hesitate to contact us if you have further questions.<br \/>\nFraternally and in solidarity,<br \/>\nBoard of Directors, RMASF<\/p>\n<p>======================================<\/p>\n<p>IV. MEMBER COMMENTS<\/p>\n<p>Hello Editor,<\/p>\n<p>Perhaps someone can explain why the return envelope for a<br \/>\nballot to ratify a CBA (which already included the member<br \/>\nreturn address affixed) requires a signature on the outside<br \/>\nenvelope (which can be seen by anyone handling the U.S.<br \/>\nMail) and this procedural safeguard was NOT required for<br \/>\nthe referendum to sell Vine Street?<\/p>\n<p>Inquiring minds want to know!<\/p>\n<p>[EC: Member, the Local got what they wanted, they don&#8217;t<br \/>\ncare about answering any further questions.]<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n<p>I was very concerned about having to affix my signature<br \/>\nto the OUTSIDE envelope to mail back my Dolby ballot.<br \/>\nWhose idea was this anyway? When I go to the bank to get<br \/>\na copy of a check, the bank will not copy the signature<br \/>\nline because of &#8220;possible replication&#8221;. Does the Union<br \/>\nrealize requiring a publicly visible signature on the<br \/>\noutside envelope could expose their members to potential<br \/>\nfraud and identity theft? The next<br \/>\nseason begins late September of this year through early June of 2017.<\/p>\n<p>The orchestra consists of talented students age 12 through college<br \/>\nage. Rehearsals are at CSULA on Sundays at 4:30-7PM. Tuition is $650<br \/>\nfor the entire year. Scholarship is available on a need or merit<br \/>\nbasis depending on instrument and individual student.
